State budget officials said the coronavirus’s financial toll remains uncertain, but it is clear the state’s budget surplus is no longer there.

“In the sense that 1.5 billion dollar surplus is literally not showing up, every day less and less of that is showing up. So we’re trying to figure out how to do we merry up the revenue we see coming in with the spending we’re doing in state government.”

State Budget Commissioner Myron Frans says as income falls, state government has instituted a hiring freeze on all noncritical positions. It will continue to hire for priority positions, such as corrections officers and direct care and treatment staff.
