A man accused of human smuggling at the Minnesota border with Canada is out of jail.  A judge allowed Steve Shand to be released without bond on Monday, but he had to turn over a passport and agree to restrict his travel to Minnesota and Florida.  Shand was arrested Wednesday after a family of four was found frozen to death trying to cross the border.  Shand’s vehicle was parked in the direction they were heading with other undocumented Indian nationals inside.
