(Rochester, MN) — The mayor of Rochester has declared a three-day local state of emergency due to the spread of COVID-19 and the Delta variant. On Tuesday, Kim Norton said the policy will remain in place until Friday morning unless the city council extends it. With the emergency, the city has instituted an indoor mask mandate for everyone regardless of vaccination status. Olstead County is currently under high transmission of COVID-19, according to CDC data.
