(St. Paul, MN)  —  Minnesota Attorney General Keith Ellison’s Office is accusing state utilities of mismanaging gas flows in February leading to a spike in rates.  Officials recommended yesterday that the state Public Utilities Commission allow utilities to recover only 53 percent of the 800-million dollars in cost they’re trying to pass off to consumers.  AG leaders also say a winter storm in the South sparked the problem, but companies could have reduced their wholesale gas bills but did not.
