The Minnesota Lottery and the Northstar Problem Gambling Alliance (NPGA) are telling parents that lottery tickets are not an appropriate gift for minors during the holiday season–or any other time.

“We know that the earlier that youth start gambling there’s a great propensity to establish problems gambling as they become an adult.”

Susan Sheridan Tucker with the NPGA says a scratch-off ticket may provide momentary excitement, but underage recipients don’t have the cognitive development to discern the potential risks of gambling.
