Emotions ran high as state lawmakers heard a work group’s recommendations to reduce officer use of deadly force in Minnesota–and better deal with the aftermath. Department of Public Safety Commissioner John Harrington said at the hearing late Wednesday…

“In my heart what I would like to see is less dead people…bottom line, plain spoke, that’s what I would really like.”

But Toshira Garraway, whose fiancee Justin was beaten to death in 2009 by St. Paul police, testified that more needs to be done to hold police accountable and victims’ families need to be heard…

“I need you guys as human beings to take our recommendations, as the families and as the people living in the communities, we are the experts.”

The workgroup was made up of community members, family members who’ve lost loved ones in police shootings, lawmakers and law enforcement.
