A Minnesota man and military veteran whose request for a passport was twice denied has now been declared a U.S. citizen under a settlement with the State Department. Mark Esqueda sued Secretary of State Mike Pompeo in May, saying he was born in Texas in 1988, but the State Department denied him a passport. Under a settlement reached Friday, the State Department acknowledges that Esqueda is a U.S. citizen.
